Complete on paper, open in fact
A tick on a completeness checklist is not the same as a document that can be relied on. The difference shows up when someone tries to use the file.
We often see applications that are ‘complete’ in the sense that every heading has a PDF behind it. The SSM extract is there; it is for a company with a similar name. The experience letter is there; it is undated and unsigned. The insurance cover note is there; it expired during the tender period.
A completeness tick-sheet that only asks ‘present / absent’ will pass all of these. An application audit that asks ‘can this page do the work the instruction requires?’ will not.
For buying organisations, that distinction matters when a later dispute asks what was checked. For bidders, it matters the afternoon before closing, when there is still time to replace a page. In both cases the work is the same: read slowly, write down what the page actually is, and resist the comfort of a full folder.
